scening lighting with xplhal and plugin light modules

How do people do scenic lighting with xplhal and plugin light modules?

If you want to set a light to 50% for example, I can only see one way
of making sure it works:
sends a command=bright level=100 to the device (to make sure if it was
already on that it is on full brightness)
send a command=dim level=50

Is there any other way of doing this. Can xplhal 'know' what
brightness the lamp is at by monitoring the communication. If xplhal
know's the lamp is at 20%, could we not have a smartlevel command
which we set an absolute %level and xplhal for example sends level=30
to make the level up to 50?

Hope this makes sense?!?
