medusa cm11 or x10.basic bug?

If I send a x10.basic message telling a light to brighten to a level
below 40 it works fine.
But for example if I tell it to brighten by 60 the x10 message does
not seem to be sent. I can see xplhal sending the message to medusa
service, but the medusa service does not do a x10.confirm reply for
it. This also jams up the x10 interface for about 20 seconds.
Sometimes the message does get through to the deivce, other times it
doesnt. Any ideas?
