Questions on Determinators

Couple of simple questions on creating Determinators from a newbie:
On the input screen and x10

Does the "command" have to be before the "device"?

If the answer above is yes, why is there no option to move up and
down?

Can there be an option to edit rather than having to remove and add
if there is an error?
