Lame needs to go in <installed folder>\Cache folder

You should see an mp3 file created (it creates the wav then lame's it to
mp3
to serve).
If you don't get the mp3 file, it's not finding lame.exe.

It will default to the first voice in the list, with tts.basic use
voice=audrey and audio.rio use announce <voice>\<text>

Having said that, I have an issue with one of my installed voices being
ignored - so if you are doing the above it may this issue.

I guess it would make sense if I added a defaultvoice= to the control.xml
for the tts app?
