Off the top of my head :)
You could look into the Microsoft Agent system

It runs on a standard API with TTS capability, and actions you can
send to the Agent. Primiraly aimed at full body representation.
Maybe it could be modified with a custom agent.
Anyway, worth a download of the SDK
