By way of explanation, the order is fixed, and this is at least one way in
which the classes may be extended:
x10.extended will, by definition, include the elements of x10.basic *in the
same order* so that a device designed to use x10.basic will also work with
x10.extended, "out of the box"

Yes, the schema order is fixed.

Schema are not case sensitive.
coMMand, command, COMMAND are all the same.
