I'd back this, together with the recommendation that "array" type
values are iterated as described by James (ie. .1, .2 etc)

There is also no reason, really, why we shouldn't also mandate the
order of N-V pairs. It certainly makes life easier when resource
constrained (e.g. parsing messages on the fly with a PIC).
