Did you do the copying and regsvr32 running under elevated privileges
i.e command-prompt was "Run as administrator", not just as a user
with admin rights? Can you place the mswinsck.ocx in the same directory as
hspi_xap2.ocx file and re-register? In the past I've noted that stuff
appears to go in system32 but because this is a special and secure folder
it actually goes in program data of the user.
