Yes, if you were to use an unregulated 5v 3A psu it would probably put
out rather more than 5v if you were only drawing 1A.

OTOH if you use a fully regulated PSU, it'll be fine. May or may not run
as efficiently as when used at the design power output, but shouldn't
cause any damage.
