If you select the option for low power standby (<1W), then the RF pass
through is disabled.
Not a problem for me, I haven't used an inbuilt TV tuner for years, I
thought one of the main points of a pvr is to pause live TV.

I would definitely say it knackered and take it back. RF pass-through
should happen whether it's in standby mode or not - it won't happen
though if the unit is switched off at the mains or via the rocker switch
on the back.
