Yes you can, and yes it is - pretty much.

The key to is is a bootable ISO image which contains a barebone linux
installation which understands the Xbox filing system. It's called
'XboxHDM' (Xbox hard drive manager or similar) and you can find it with
a google around. There are quite a few good guides to it out there as
well. Basically, if you supply it with an EEPROM image from your xbox
(you can get this during the modding process) and it generates all the
codes you need, and has menus which lead you through it.

You will need to hook up the new drive to your PC during the process,
but once this is done that's the end of it.
