I understand Stuart :)

I expect mains voltage would be max +10%/-6% at my supply.

Just a thought, as its 50% out could it be the transmitter and or receivers
are made to support 110 & 220v, and some internal
configuration/jumper/manufacturing issue means my setup is configured for
110v ????

As you seem to have a relationship with CC, maybe you could ask them if you
get a chance?
