Does that mean for instance in a large open plan living / dining room area
that if you had one Lutron keypad at reg height you could in effect have a
touch panel where you like? If that's the case and to expand on that, could
you for example have a touch panel in an entrance hallway at whatever
height
as long as you have a way of turning on the lights within the same area at
reg height?

If you have other light switches within the room that are at the required
height for Part M then I would be inclined to speak to your building
inspector to agree whatever height you prefer - somewhere closer to face
height is probably going to be better for an in-wall LCD
display/touchscreen.
