Hi,

I did a VSCP module called "Rockhampton" for an electric
distribution
company. It's here http://www.vscp.org/wiki/doku.php/rockhampton
with
schematics here

you get a logical output that can be feed to some inputdevice
indicating if 120V/240V is present or not

Another way you can use is a Hall effect sensor (no contact) or a
current sensor like this one

but that add's some cost of
course but also give you current usage and effect.
