Strikes me as duplicating the effort, Apple have already poued the
efforst & resources into their infrastructure, why bother trying to
recreate that? I know thy said that enterprises could host their own
apps to distribute, but they didn't say how much it would cost them,
and the third option was only limited to 100 phones, which is what I
guess hosting your own server would amount to.

The Dev program will open up more as time goes by (probably before or
just after the launch), and will probably be the cheapest and most
reliable way to get any 3rd party app onto the iPhone.
