Yeah, and I am assuming that access to the push server will be
controlled in the same way as access to App store.

i.e. you will need to be a member of the developer program to be able
to push messages from your own server (a $99 cost).

One way around it is to have a central xAP server that everyone can
use, but then someone will have to pay for that.
