I used to sell PFC units, and they do work - but it depends how you
are metered.  Industrial metering is different to domestic metering.
But as for the PFC unit in your link - well they are as Phil described!
Most appliances that have inductive loads have PFC built in - but in a
domestic situation this is more for the benefit of the power producers than
the customer.
