I like the way their demo appears to be scientific, but in no way
shows a reduction in electricity consumption by an electricity meter. Allow
me to expalin:

In the demo they have two (somewhat old looking) fluorencent lights, lets
guess at 30W each, so a total of 60W. These old units worked by having a
large inductive choke and a plugin starter, making them have a very poor
powerfactor, so in adition to the 60W of real power, they will draw
additional current 90degrees out of phase to the voltage as reactive power.
Now your dometic meter only records the real power, so would show 60W being
drawn. However a clamp meter will show the total current, so it will show a
higer reading ( current due to real power, and current due to reactive
power). Add the power factor correction capacitors, and hey presto, the
current is as expected. Nothing to do with less power being drawn!!
As simon says , most modern flourencents have inbuilt power factor
correction.

In large commercial installation, they tend to have 2 electricity meters.
One measuring real power, and one measuring reactive power. The Electricity
company want businesses to have as near an ideal 'unity' powerfactor , as
it reduces losses in their distibution, and generally make their life
easier and the point on generation. Hence they bill larger users for having
a poor powerfactor and using large amounts of reactive power.

I used to sell PFC units, and they do work - but it depends how you are
metered. Industrial metering is different to domestic metering.
But as for the PFC unit in your link - well they are as Phil described!
Most appliances that have inductive loads have PFC built in - but in a
domestic situation this is more for the benefit of the power producers than
the customer.
