OT: Anyone know what this box is?

It appeared on a lamp post near a friends house a couple of days ago...

No visible labels etc, no apparent power source (but it could be
battery powered I guess?), but it does seem to be carefully angled to
look down onto the road. The odd thing is it's a pretty quiet
residental area, so it wouldn't seem the place to put some sort of
speed camera type thing (although there is no appentent lens).

Any ideas chaps?
