Shouldn't you easily be able to do this with a yagi (highly
directional antenna), like a 'cantenna' ?  You might be able to get
away with a simple cardboard/tinfoil reflector.

I believe the www.frars.org.uk crowd have got 'normal' 802.11b kit
giving a stable 1mbit/s at 11km, using some cheap Sky minidishes are
reflectors. (Sky signals are also 2.4GHz)
