2)       BT=92s network, to prevent line errors, rate limits the line,

throttled upstream until a while (24hrs?) of being at that speed, or

This stops a lock at 8mbit resulting in a flood of traffic, resulting in a
flood of line errors, potentially a dropped line, and then re-sync,
possibl=

again at 8mbit.=20
My ISP (AAISP) show your throttling rate, as well as your sync. rate on
their service control panel.

3)       I=92d reconnend AAISP.net (Andrews and Arnold).  They are ideal
fo=
r
techies, will route any size netblock you can justify to RIPE (I have a 16
IPs), provide fully user controlled forward and reverse DNS, and are very
switched on.  Unless you ask for the finance department, anyone you speak
t=
o
can tell you what your router setting should be :-)
