Therein lies the problem. ANY downscaling will result in loss of quality. A
TV is already fairly low resolution so feeding it with a rubbish signal
will
only make matters worse.

As has been pointed out previously, it is possible for computers (not the
use of the word "computers" rather than "PCs") to
generate pefectly
acceptable outputs for a TV as proved by TiVo, XBox, Amigas and Archimedes.
These generate images at a resolution that TVs can handle rather resampling
higher resolution images.

What resolution are you running the PC at ?

A TV signal is 625 lines of which only 575 are visible so even at 800 x 600
some information will be lost. Also regarding your LCD display, that is
probably a higher resolution so would then try to upscale the downscaled
image making it even worse!!!
