"ZIR000 has three modes: Alarm mode, Lighting Mode and Binary Sensor
Mode. Alarm mode allows the ZIR000 to be used in a Z-Wave enabled
alarm system. Lighting Mode allows the ZIR000 to turn on lights
when motion is sensed. The amount of time the lights remain on are
user configured. Binary Sensor Mode allows ZIR000 to talk to other
devices in the network that accept a binary signal."

So yes, it is designed to work with an alarm system, but there just
aren't any available.

I've been working on an xPL gateway for ZWave, and the SDK from
ControlThink has support for switches, dimmers, motion sensors and
thermostats, but no alarms as yet.

I'm sure these devices will appear eventually, it's just early days
for ZWave at the moment.
