I thought that initially, but as the cabinet is pretty solid (it's got stud
walls and attached to a corner of the garage with 100mm bolts) I think it
should be ok.

Personally I've always put UPSs low, but just thinking it kind of makes
sense to put the hotter equipment at the top where the heat can be
extracted
quickest and so that it doesn't cook other equipment above it.

I concur - UPS's at the bottom because of the weight. I've worked in
*many* datacentres and I've only ever seen UPS's at the bottom for this
reason.

I'd be rather uncomfortable putting big UPS's anywhere other than the
bottom, - although if they're little 1U ones, then I guess it wouldn't
matter..

It does depend to some degree what else is in the rack, - as a general
principle you want to avoid it being top-heavy to reduce the risk of it
toppling.
