This problem already exists for TV to the mobile phone....

Apparently:

Under current rules, if you have a TV licence for your main address then
you will also be covered for any television equipment powered by its own
internal battery. Therefore anyone with no set at home would need to
purchase a licence after buying one of the new handsets, as would
anybody watching such a unit while plugged into the mains power supply.
