You can test if ports are open or not using the "User Specified Custom
Port Probe" option here:
https://www.grc.com/x/ne.dll?bh0bkyd2

Sometimes ISPs block the default ports that are popular with P2P
programms so changing the port number away from the default is
certainly recommended.
