[OT] Cherished Numbers

Apologies for yet another OT post but I think I've read before that
one or
two of you have been through this? :-)

I want to buy a cherished number from a private individual. I think what
I'm paying for is form V778/1. Which will be in the name and address of
the
person I'm buying from. Correct? If I do an identity check (passport or
photo driving licence) to ensure that who I'm giving my money to is the
person holding the V778/1 and entitled to sell it am I safe? Or does it
matter? If I have the paper form is that enough or can these things be
stolen and sold on?

I assume then I have to apply to the DVLA to transfer that to my name and
address?

Apologies but I've failed to find succinct answers in Google or on
dvla.go.uk. TIA

Malcolm
