While some boilers can modulate their heat output, but it's not
usually
by that kind of amount...
I'd guess that if you put the boiler on, running all three zones, it
would still use 1l/hour,
the zones would not be as hot, as they are only getting 1/3 of the heat
output each.
Given enough time (depends on the heat output capacity of the boiler)
the house and water will get get hot, but it will take longer than just
running a zone by itself....
