I suspect you may have to pull off some of the skirting to get the
boards up
as they're generally used to stop the boards lifting.

Our floor is literally as you describe, a series of interlocked chipboard
panels (think the loft flooring you see in B&Q etc), laid on top of
insulation (not sure whether it's polystyrene or polyurethane), on top of a
beam and block floor.

They'll be an expansion gap around the edge of the chipboard which is
covered by the skirting.
