We've got a floating floor, and there's certainly pipes running
underneath
it, so I'd guess you'd be OK with CAT5, coax etc.

Don't know whether you can run mains cable throught it though, I think ours
may be in it (cables from the sockets go down and don't appear in the
garage
below) but as it's a rented house I've never pulled it apart too much.
