As a free option, I would suggest Knoppix (or any other *nix) using the dd
option

Knoppix is free to download and you can boot from a cd or even usb drive.

Just adding my support for the Norton Ghost option :-)
I regularly use it to build, and back-up PCs to/from images on CD, DVD
&
LAN. Definitely worth the 30-odd quid.
