The music is obtained legally in Russia, and is imported legally to

not. If they are missing legislation to stop people doing it, then by
definition it's not illegal...yet.
Except that's not how UK law works, particularly when it comes to that
much feared subject, copyright.
I'm not avoiding the issue, or pretending it's legal. It is legal
(which is why no-one is being done for this, despite it going on for
several years now). It will remain legal until the law is changed.
When that day comes, it will still be legal to own the music that was
downloaded up to that date, so IMO, there's nothing ostrich-like about
my attitude at all.
We're just going to have to agree to disagree because I don't think
anything is going to happen here that will change either of our minds.
There are many things which are illegal and which also lack sufficient
legislation to make it worthwhile any agency taking action, but this
does make it legal.
For the record, I don't think it should be illegal for us to acquire any
item or service which is generically legal in the UK as long as it is
also legal where that item or service is based. I think it's farcical
that any private industry has the ability to influence legislation to
the effect they do. But I look at the facts as they are, not what I want
them to be.
