The ?id=23e is in effect passing a value to the page. The default page is
most probably an ASP or PHP script.
The page/script can then do whatever it likes with this value.
Having not viewed the page, my guess is that it uses the "23e" as
a key for
a database lookup and then issues a redirect request to the desired site.
Quite simple, just not very readable when you quote the URL
