Looks like unless you have the means to unlock they'll be stuck with the
French provider

Nokia Premicells (which offer similar functionality) would typically
sell for around 100 unlocked. Judging by the other items he's selling,
he's technically savvy, so it seems a bit fishy to me. It wouldn't
take more than five minutes to stick a UK SIM in it, power it up and
provide a definitive answer.
