That's pretty much it, as far as I understand the process.  You don't
need to have a working model. As long as there is no 'prior art' you
can patent pretty much anything.  In the US I'm not so sure that the
prior art condition holds if past patents are anything to go by!

PS>  Am I wrong, is the only requirement novelty?
