The 3-card PCI risers I've used in 2U servers fit into a single PCI slot,
but then have two extension connections to fit into two other PCI slots,
so I assume it's not possible without additional electronics on the
riser.

A 1 slot riser and quad ethernet card, or a 2 slot riser and a pair of
twin ethernet cards?
