......Having thought about it a little more......and answering my own
question....

I guess it's obvious really - any spike/surge will be 'diverted' somewhere
to protect the connected equipment. I guess that somewhere would be earth
and I guess that is what the insulation test looks at - conductivity to
earth under HV conditions??

Anyway I'm off to start my own group it's called 'UKHA_consider the
question before posting' - also known as self moderation!
