This http://www.cytec-ate.com/ether.htm
will do almost what you
want, they dont do IR control, but do do a variety of control
things. As its basically a huge pile of relays in a box, its not too
fussed what you are stuffing down you RJ45 connectors.

Only ever ordered one of these, and it was many years back when I
worked in the city, and I dont remember it being "cheap".
