That's actually a result of recent (well, within the last couple of
years) changes to the ACPO guidelines, which most police forces now
follow; not in itself a RedCare thing.

Even more correctly, RedCare is just the BT bit that links the alarm
to a monitoring centre; the latter being operated by (or contracted
out in the case of smaller installers) the installer/maintainer. eg
ADT (used to be Modern) have their own national monitoring centre in
Manchester; other installers/maintainers will have similar.
