Just reading the title, I can safely say the answer is No! :-)

To be more accurate you may have enough cable, but it won't be in the
right place. I have plenty of cable in my house, but none in the
kitchen, so I can't install the un-used Rio in there.

I also had to run cable where it was visible because I hadn't run it
to the corners of my rooms when I wanted to install some temp.
sensors.

So, what I would do if possible is run it to the places you mentioned
in your email, but also make sure you have plenty of runs into place
you don't yet need to use.

Some examples are:

Windows, for alarm sensors you might want to patch into your HA system.
The top corners  of rooms, for pir's and temp sensors, microphones etc.
The kitchen.
the bathroom.
Each light switch
each light
above each picture on the wall (for cbus/etc controlled spots)

and that's just toff the top of my head, there are plenty more.

Of course, these are just ideas and you may know for vertain that you
will never install a lighting system that works over cat5, in which
case you may ditch the cable to lights & switches (or use it for
something else, mics for example) but then how many little web pads,
or screens have you seen installed next to light switches ...
