Not entirely - the CTO of the Zigbee consortium is CTO of Ember, and
it's Ember's mesh stack that was submitted to the Zigbee consortium
for ratifaction as the network layer.

Ember are US-owned, but have a big office in Surrey, and have spent an
awful lot of time meeting with European hardware manufacturers
throughout 2004.

Ember's mesh stack is developed for their own chips...

... which are actually co-designed with ChipCon, who are a Norwegian
company.

So, a European hardware platform, with a US Mesh stack, and a (long
enough in coming) US-consortium-developed application stack on top of
that.

Believe me, CE-approval for a lot of this stuff is NOT going to be a
(technical) problem. Whether the US-based manufacturers BOTHER? Well,
that's more of an issue :-(
