Even more suitable the VIOM http://www.phaedrusltd.co.uk/system/index.html

This has inbuilt timers and 16 outputs - hence you could time the sequence
,
probably upto 16 'steps' and also trigger this from two different inputs,
one for up and one for down, the PIR linking directly on the board perhaps.
A pressure sensitive mat (if there is carpet) may be more effective.

NB I have not actually used a VIOM like this so it would need checking that
it could operate like this, Phaedrus are very helpful though. Also you
might
need the additional relay boards to handle the current demands of the
LED's.
