LED Fun Challenge

A friend of mine has just moved into a new (very posh) pad. He has an oak
and steel spiral staircase and wants to add some discreet LED lighting to
it. But of course just on/off wont do! He wants to have pir activation from
the top and the bottom AND when it is activated he wants the LED lights to
come on in sequence one step at a time (Fairly fast.) and then all remain
lit for a set period of minutes. But it doesn't stop there! He wants the
sequence to start at the top if activating the upstairs pir and start from
the bottom if activating from the bottom. Oh my life!
I went kinda grey when he suggested all this but he is fairly adamant he
wants to do it. I reckon c-bus might do it but that would involve, pir's, 2
x 12 ch relays (for each step.), transformers for each LED and a great deal
of thought. He doesn't have any c-bus at present (Standard lighting.) so
that seems overkill. Color Kinetics with DMX control is also an option,
again flippin expensive for a staircase.
Surely a relay board can be made that is programmed to sequence 12v as
required? Perhaps with one single power input?
As I said hes adamant that he wants this, can anyone come up with an idea?
Commercial solution? Anyone want a one of job to build the circuit?
Personally I think he's barmy but hey each to their own!
