I know that the old ATI PCI cards were good - good hardware video
acceleration and no fans on the old models. Don't know what they're like
these days though.

Can I have any suggestions / recommendations for graphics cards with the
following features...

1) PCI based (It's to go in an EPIA motherboard so no AGP support.)

2) *NO* fans.

3) Good quality S-Video output.

4) Hardware DVD playback acceleration.
