I use BY 1MB Broadband service (INTENDED to upset anyone, honest! :-)) and
get
similar to you.  The IP _is_ dynamic, _but_ it doesn't change very often -
about once every 6 weeks or so IME.
Whether this is down to using a hardware router or not, I don't know....

If you use dyndns.org or similar and set up a "static" IP account
then you
don't need to worry about the IP changing.
Some hardware routers (eg the drayteks) can automatically update your IP
with a
number of dynamic dns providers and for those that don't, there are various
IP
updaters available that you can run on your server to achieve the same
effect.
