Paul,
Try this freeware:
JAlbum - http://www.datadosen.se/jalbum/
It's really great - it generats albums for you and there are a number of
templates you can use, which users exchange. There are even instructions
how to edit them to suit your needs.
It has a small ftp utility as well. It's so simple and powerfull that
you shoud have your first album generated in 10 min. without reading the
manuals.
It uses JVM, so if you have it already installed you just download the
program.
I had problems installing just JVM on my home PC, while on my laptop
worked fine. I downloaded therefore wersion with JVM built in and worked
straight away.

Cheers,
Nik

Is there any photo gallery software (open source) that makes it easy to
build an online gallery with security and other features that some of
the existing on-line sites have? Bit like the postnuke concept?

After playing with some of the commercial sites, I think I'd rather host
my own.

Paul.
