That is odd.
With a 20K resistor in series then there'd be barely be enough current
(less
than a 1/4 mA) to get the LED to light even faintly.
Is there a chance that there's another emitter (or an IR blaster) or maybe
HV's front panel emitter nearby.  BTW HV's IR TX can be disabled if it
turns
out to be the problem.

Other than that - I'm stumped!
