Just to add my 2p's worth...
am sure someone may have covered this way back when this started - but isnt
it the case that drive sized are specified as /unformatted/ (the 1.44mb
floppy kinda prodded me in the right direction again) If you take a look at
some of the old 3.5" disks they always had a disclaimer on them to say
that
the size quoted was the unformatted size - am sure  that this was always
the
case with HD's too (this is going back 14 odd years tho!) as a lot does
depend on the o/s (and formatting parameters) used...

Anyways - thats probly 2.5 p so I'll shut up now...
