I have got a simple IR repeater from Xantech and it works fine with
Tivo, I have had it about 9 months now and never had a problem

I don't know if it's the same problem, but the wireless video sender 
with IR that I have (thanks Homebase.... :) has major problems with the
Tivo IR..... I have 2 receivers, the one in the bedroom works pretty 
much correctly. The one in the kitchen requires a double press of every
button on the Tivo remote for it to register once....!

I don't know if it's a problem with the receiver, but I know others
have

had the exact same problem with these and with Powermid boxes. Still 
doesn't explain why the one in the bedroom works........!

I take it you bought a hardwired IR distribution system or similar? I'm
pretty sure the Xantech stuff, while pricey, doesn't have these sort of
issues (I'm sure someone using Xantech to relay to Tivo will
confirm....
