Personally I would stick with the standard rate rather than going on a
meter but then I have got automated irrigation running every night.

Either way don't forget if you think you have soakaway for your guttering
rather than it going into the drainage system you can normally apply for a
reduction for surface water drainage.  If you're not sure, the easiest way
to find out is just apply for it anyway and they will soon tell you if you
are wrong.
